EU’s Revised F-Gas Regulation: New Guidelines for the Heat Pump Sector

The European Heat Pump Association (EHPA) has released a comprehensive policy briefing, "The New F-Gas Regulation: Detailed Guidelines," outlining the implications of the EU's revised fluorinated gases (F-Gas) regulation on the heat pump sector. This significant update is a crucial step toward aligning the industry with the EU’s climate targets by transitioning to refrigerants with lower Global Warming Potential (GWP).

Key Features of the Revised F-Gas Regulation

The new regulation, which entered into force on March 11, 2024, accelerates the phase-down of hydrofluorocarbons (HFCs), introduces stricter bans, and enhances controls across the heat pump industry. Key highlights include:

  • Prohibitions on F-Gas Use: Specific timelines and limits for GWP values in heat pumps, including the phase-out of certain high-GWP refrigerants by 2030 and a complete ban on virgin HFCs by 2050.
  • HFC Phase-Down: A stepwise reduction in allowable HFC volumes in the EU market, targeting a complete phase-out by mid-century.
  • Leakage Controls: Enhanced requirements for leak detection and servicing to minimize emissions.
  • Certification and Training: Expanded measures to ensure technicians and businesses are equipped to handle alternative refrigerants.

The regulation mandates a rapid shift to low-GWP refrigerants like hydrocarbons and natural alternatives.
