The Brazilian Ministry of Cities, in collaboration with UN agencies and international networks, will host a new initiative at COP30: the Neighbourhood of the Mutirão for Cities, Water and Infrastructure. Located in the Blue Zone, this dedicated space will bring together four interconnected pavilions focused on urban climate issues, including buildings and sustainable cooling.
Aligned with the COP30 Presidency Agenda—particularly Axis 4 on Cities, Infrastructure and Water—the neighbourhood aims to demonstrate the link between urban development and effective climate action. The initiative reflects Brazil’s commitment to inclusive, multilevel governance and responds to the call for a “Mutirão Global” based on the resilience and knowledge of the Amazon region.
Among the four key areas is the Buildings & Cooling Pavilion, powered by the Global Alliance for Buildings and Construction (GlobalABC) and the UNEP-led Cool Coalition. This pavilion will focus on decarbonizing buildings and advancing sustainable cooling technologies. It will highlight strategies involving design, regulation, and innovation to support a just transition in the built environment and cooling sectors.
Other pavilions in the neighbourhood will focus on local governance (Cities & Regions Hub), climate-resilient infrastructure, and water-related climate solutions. Each space will host rotating events and discussions aimed at fostering cooperation among governments, civil society, academia, and international stakeholders.
The Neighbourhood of the Mutirão will be open to accredited COP30 participants in Belém from 10 to 21 November 2025.
