The Ozone Regulation is transposing the obligations of the Montreal Protocol at European level regarding ozone depleting substances. It is responsible for reducing the use substances such as hydrochlorofluorocarbons (HCFC) like R22. R410a was a common alternative for R22 because it had no impact on ozone. Due to its high Global Warming Potential of 2088, alternatives are being developed for R410a.
Ozone Regulation evaluation
As with other European Directives and Regulations, the Ozone Regulation is subject to reviews and evaluation studies. With the Ozone Regulation, Europe meets the obligations of the Montreal Protocol and advocates higher levels of ambition where this is feasible.
For the HVACR industry, the Ozone Regulation is mainly known for the phasing out of R22 and the move to alternative refrigerants, some of which are now being phased down under the F-Gas Regulation due to their high Global Warming Potential.
Since 2009, Europe has effectively reduced its consumption of ozone depleting substances to negative levels, meaning that the amounts of ozone depleting substances produced or imported are lower than what is destroyed and exported.
The Regulation has enabled the development and uptake of alternatives but had a limited impact on emissions and leakages.
The study concludes that the Regulation’s objectives have been achieved but that continued EU action will be necessary in the future to ensure the EU’s contribution to protect the ozone layer.
It is concluded that costs outweigh the environmental and climate benefits achieved. However, it is pointed out that the technical requirements for destruction, leakage and emission control have been costlier than expected, and together with administrative measures have created additional costs for businesses.
The biggest advantage has been the harmonised approach that provides for a level playing field when compared to possible national approaches.
Manufacturers that make/made use of ozone depleting substances may find it interesting to read the enclosed study. Eurovent, however, will not participate in the upcoming stakeholder meeting.
