DEFRA will not change Great Britain’s HFC phasedown from 1 January 2027 after concluding that further work is needed before making a new proposal. The department said it will outline its next steps later this year.
The existing GB F-Gas regulation will therefore remain in force. Under the current rules, the quota will fall from 31% to 24% of the baseline level on 1 January 2027, equivalent to a 22.6% reduction in refrigerant availability. A further significant quota reduction is scheduled for 1 January 2030.
DEFRA’s consultation, launched on 5 November 2025, had proposed reducing the quota to 16.2% of the baseline level from 1 January 2027. This would have represented a 47.7% reduction in refrigerant availability compared with the 31% level.
FETA said the proposed reduction would have had significant effects on the RACHP industry. The association recommended gentler reductions in 2027 and 2030, followed by closer alignment with DEFRA’s proposal from the mid-2030s.
Existing product bans under the GB F-Gas regulation also remain in force. Northern Ireland continues to follow EU F-Gas legislation, including Regulation (EU) 2024/573, adopted in March 2024.
