The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH has opened a tender to select an institution to develop and implement a pilot Qualification, Certification, and Registration (QCR) system for professionals in the refrigeration and air conditioning sector in Brazil. The pilot project will focus on small air conditioning units up to 60,000 BTU and will follow the ABNT NBR 17131 technical standard.
This initiative is part of Stage III of the Brazilian HCFC Phase-out Management Plan (PBH), coordinated by the Ministry of Environment and Climate Change (MMA) and implemented by GIZ.
The aim is to establish a framework that improves professional regulation, reduces refrigerant leakage, and ensures the safe adoption of alternatives to HCFCs.
The selected vocational education institution will be responsible for designing the QCR structure, which includes defining training modules, preparing educational materials, and creating evaluation methods. The scope also includes the operational implementation of the system, including the qualification, certification, and registration of 10 trainers and 80 technicians.
To be eligible, applicants must demonstrate at least:
- 10 years of experience in the refrigeration and air conditioning sector, and

5 years of regional experience in training programs within the proposed pilot state.
In addition, the institution must have a team of at least:
- 10 instructors and evaluators with a minimum of 3 years of teaching experience in the field.
