The HVAC&R industry in New Zealand is set to gain greater influence over vocational training and qualifications through its inclusion in the new Industry Skills Board for Electrotechnology and Information Technology (ISB–E&IT). This change aims to align training standards more closely with industry needs.
According to Malcolm Miller, Chair of Refrigerant License New Zealand (RLNZ), the sector’s earlier alignment under Construction and Specialist Trades was a temporary measure. The new ISB structure provides HVAC&R with a more representative platform, improving recognition within the vocational education system and supporting alignment with successful frameworks already in place in Australia.
Key industry groups, including IRHACE and CCCANZ, are actively involved in the Industry Advisory Group for ISB–E&IT. These associations also contribute to the New Zealand Construction Industry Council (NZCIC), the Specialist Trade Contractors Federation (NZSTCF), and maintain international ties with AIRAH, AMCA, and ASHRAE.
The proposed governance structure of the ISBs has been positively received by the HVAC&R sector, particularly the feature that allows industries to nominate their own representatives. This is seen as critical to ensuring that training and qualifications are led by professionals with direct industry experience.
