At the Sixth Forum of Ministers and Environment Authorities of Asia and the Pacific (AP6), held in Nadi, Fiji, delegates reaffirmed their commitment to the Montreal Protocol and its Kigali Amendment as tools for advancing ozone protection and climate action across the region.
Organized by UNEP’s OzonAction Compliance Assistance Programme (CAP) and the Asia-Pacific Regional Office, in partnership with the Government of Fiji, the side event titled “The Montreal Protocol and Kigali Amendment: A Legacy of Ozone and Climate Action” highlighted ongoing efforts and achievements under the Protocol. The event formed part of the 2025 Work Programme under the Multilateral Fund.
UNEP Deputy Executive Director Elizabeth Maruma Mrema described the Montreal Protocol as “the most successful environmental treaty in history.” In a video message, Ozone Secretariat Executive Secretary Megumi Seki called for all countries to ratify the Kigali Amendment. Tina Birmpili, Chief Officer of the Multilateral Fund Secretariat, emphasized how the Fund continues to support environmental protection while generating jobs and social benefits.
National representatives presented diverse perspectives. Fiji’s Minister Mosese Bulitavu stressed the role of enforcement systems and regional cooperation. Cambodia’s Under Secretary Dr. Monyneath Vann shared updates on digital laws and mobile apps that promote licensed refrigeration and air-conditioning technicians. Maldives’ Minister Thoriq Ibrahim highlighted an accelerated HCFC phase-out and efforts to integrate ozone and climate goals.
From development partners, Australia’s Fleur Downard underlined the importance of capacity building and policy support in the Pacific. Japan’s Masako Ogawa emphasized refrigerant lifecycle management and ongoing technical training in the region.
The session concluded with a joint call to advance the universal ratification of the Kigali Amendment and enhance high-level outreach to sustain momentum.
A parallel exhibition, held from 26–29 August 2025, showcased regional and global achievements under the Montreal Protocol through interactive displays. Pacific Island Countries’ success stories were a central feature, highlighting collaborative efforts to address ozone depletion and climate change.
