UNEP holds Kigali Implementation Plan workshop for 14 Francophone countries

From 23 to 25 April 2025, the UN Environment Programme (UNEP), through its OzonAction Compliance Assistance Programme for Francophone Africa, organized a thematic workshop in Mombasa, Kenya. The event brought together representatives from 14 French-speaking countries with approved Kigali Implementation Plan (KIP) preparation projects under the Multilateral Fund (MLF). The workshop aimed to build technical capacity, improve data structuring, and support strategic planning for implementing the Kigali Amendment to the Montreal Protocol.

The meeting focused on helping countries understand MLF requirements and utilize available tools to develop KIPs with reliable data. Participants reviewed lessons from the first four KIPs approved during the 95th Executive Committee meeting, including best practices, challenges, and evaluation feedback. Activities included expert presentations, peer exchanges, and hands-on sessions.

On the first day, participants were introduced to KIP structure, data requirements, and UNEP’s new tools. Discussions covered data consistency, sector coordination, and typical challenges in MLF submissions.

The second day emphasized data collection methodologies, source validation, and national coordination mechanisms. Countries finalized their data collection plans through presentations and case studies.

The final day addressed budgeting and UNEP project management tools. Training covered cost categorization, justification, and the use of a new budget template. Participants also developed implementation calendars and received individual support for their national KIPs.

The workshop concluded with countries equipped with enhanced planning tools and a shared understanding of expectations for KIP development under the Kigali Amendment.
