Eurovent has urged the European Commission to acknowledge the entire HVACR (heating, ventilation, air conditioning, and refrigeration) sector in the Clean Industrial Deal and related policies. The association highlights the importance of preserving the industry’s competitiveness while supporting Europe’s net-zero ambitions.
The European Commission’s 2025 work programme outlines initial measures to address structural obstacles that hinder European industries’ ability to compete globally. While some steps have been welcomed, Eurovent raised concerns about the EU’s tendency to classify certain industries as ‘strategic,’ potentially neglecting others.
The HVACR sector has benefited from the strategic recognition of heat pumps as a net-zero technology. However, Eurovent stresses the need for a more comprehensive approach that acknowledges the interconnections between industries and technologies.
Eurovent Deputy Secretary General Stijn Renneboog emphasized:
“Today, we call for the recognition of the entire HVACR sector – including but not limited to heat pumps – in the Clean Industrial Deal. This policy framework will have to deliver for the HVACR industry, as it will have to for other industries, in recognition of the important contribution our sector makes to quality of life, to the EU’s net-zero ambitions, and to European prosperity.”
Eurovent’s position paper reiterates the call made in its
Manifesto for an industrial strategy that strengthens the Single Market, reduces internal trade barriers, and promotes a ‘Better Regulation’ agenda that considers its impact on industry competitiveness. The paper underlines that an innovative and competitive European HVACR industry is vital for the EU’s economy and achieving net-zero targets.
