Eurovent publishes new guidance on incomplete product deliveries under EU rules

Eurovent has released Recommendation 14/8, offering guidance on how to interpret the European Commission’s December 2024 FAQs regarding incomplete product deliveries within the scope of EU regulations.

The document aims to assist manufacturers, suppliers, and other stakeholders in navigating compliance requirements related to the placing on the market of products and systems delivered in parts. It addresses the implications of the FAQs for the Ecodesign and Energy Labelling frameworks, focusing on documentation, conformity assessment, and market surveillance.

Key aspects of the Recommendation include a legal and operational analysis of the December 2024 FAQs, clarification of delivery scenarios involving incomplete products, and advice on aligning with regulatory obligations.

Maurizio Orlandi, Chairperson of the Eurovent PG-RDC, stated: “The PG-RDC participants connected the dots by gathering all related questions and answers from different FAQs and the Blue Guide. By reading these questions alongside the last published FAQ on incomplete products and identifying the links between them, they created a comprehensive document that provides a clear overview of the entire issue. Now, business operators have a useful detailed guide on the complex aspects of placing incomplete products on the market.”

The Recommendation was developed by the Product Group ‘Commercial Refrigeration Equipment’ (PG-RDC), which covers equipment such as refrigerated display cabinets, walk-in cold rooms, commercial beverage coolers, ice-cream freezers, and refrigeration packs. The group contributes to legislative advocacy and the development of EN, ISO, and Eurovent standards.
