Kelvin Group, a portfolio company of Southfield Capital, has announced the merger of JS Compliance and HCG Associates to form Sotera, described as the largest and fastest growing industrial refrigeration compliance platform in the United States.
The merger integrates expertise in Process Safety Management (PSM), Risk Management Programs (RMP), and Ammonia Refrigeration Management (ARM). According to the company, the new platform aims to provide comprehensive compliance solutions to industrial and food processing clients nationwide.
JS Compliance is known for its TotalPSM program, offering customized annual compliance agreements, as well as services such as mechanical integrity inspections, audits, and training. HCG Associates has focused on tailored compliance strategies and engineering solutions for ammonia refrigeration systems.

As part of the integration, Scott Sweet will serve as President of Sotera, the new compliance division of Kelvin Group. Jet Stiffler will join Kelvin Group’s executive team as Chief Compliance Officer.
