Regional Collaboration Strengthens Kigali Amendment Implementation through Legislative Tools

The Kigali Amendment to the Montreal Protocol obligates member countries to reduce hydrofluorocarbon (HFC) consumption, addressing global warming concerns. To facilitate this process, UNEP OzonAction has developed practical tools, empowering countries in Europe and Central Asia (ECA) to implement effective legislative and policy measures.

Learning from HCFC Phase-out Strategies

In 2010, UNEP OzonAction launched a publication, "HCFC Policy and Legislative Options: A Guide for Developing Countries," offering strategies to phase out hydrochlorofluorocarbons (HCFCs). This initiative informed the creation of an HCFC legislative and policy options overview table by the ECA network. The tool enabled countries to share experiences, harmonize regional measures, and establish national roadmaps for ozone-depleting substance phase-out efforts.

Shifting Focus to HFCs and the RAC Sector

Building on HCFC phase-out success, UNEP OzonAction released "Legislative and Policy Options to Control Hydrofluorocarbons" in 2017. This was complemented by two essential tools tailored for the ECA region:

  1. HFC Legislative and Policy Options Table: Tracks legislative progress and identifies gaps in HFC-related measures.
  2. RAC Sector Action Table: Addresses the refrigeration and air-conditioning (RAC) sector's specific challenges, which consumes the majority of HFCs.

These tools cover 11 ECA countries and other transitioning economies, offering dynamic updates on measures like trade monitoring, capacity building, emission controls, and financial mechanisms.

Practical Applications and Regional Benefits

The overview tables have proven instrumental in supporting Kigali Amendment objectives by:

  • Conducting Gap Analyses: Helping governments identify priority areas for legislative enhancement.
  • Planning Roadmaps: Enabling phased HFC reduction aligned with national capacities.
  • Fostering Regional Collaboration: Providing a framework for dialogue and shared learning.
  • Supporting Education: Assisting officials in understanding and implementing best practices.

These resources underscore the importance of a unified, regional approach to combating climate change while achieving Kigali Amendment compliance.
