UNEP OzonAction Updates Legislative Tools for HFC Phase-Down

UNEP OzonAction has expanded its support for countries implementing hydrofluorocarbon (HFC) phase-down strategies under the Kigali Amendment to the Montreal Protocol. Building on its past work with hydrochlorofluorocarbon (HCFC) phase-out initiatives, the organization has updated its legislative and policy guidance to help nations regulate HFC use in the refrigeration and air-conditioning (RAC) sector.

The latest resources include two key overview tables: one mapping HFC-related legislative measures and another focusing on RAC sector actions. These tools, covering 11 countries in the Europe and Central Asia (ECA) network and several economies in transition (CEITs), offer structured data on monitoring trade, emission control, safety standards, and financial mechanisms.

The tables categorize the status of each measure as either “in place,” “planned,” or “not planned,” allowing policymakers to benchmark their progress against regional trends. They also highlight best practices such as mandatory reporting by HFC importers, training programs for refrigeration technicians, and bans on non-refillable refrigerant cylinders.

By facilitating regional collaboration and knowledge exchange, these tools help governments align their HFC phase-down strategies with Kigali Amendment targets. The initiative aims to support compliance efforts while promoting climate-friendly alternatives in the RAC sector.
