EEA Report Highlights Fluorinated Greenhouse Gas Trends in the EU (2007–2023)

The European Environment Agency (EEA) has released its annual report detailing the production, import, export, and destruction of fluorinated greenhouse gases (F-gases) within the European Union. Covering the period from 2007 to 2023, the report is a key resource for tracking compliance with EU Regulation 517/2014 and international commitments under the Montreal Protocol.

Compiled with data provided by companies involved in F-gas-related activities, the report offers insights into trends and compliance with HFC phase-down targets. Despite the adoption of the revised F-gas Regulation (EU) 2024/573 in March 2024, the current findings reflect data collected under the earlier regulation.

The F-gases monitored include 19 hydrofluorocarbons (HFCs), 7 perfluorocarbons (PFCs), sulphur hexafluoride (SF₆), and 5 unsaturated hydro(chloro)fluorocarbons (H(C)FCs), among others. Companies are required to report on the production and trade of these substances, including their use in products and equipment, in compliance with Article 19 of Regulation 517/2014.

Key Findings:

The data spans 16 years, offering aggregated trends on the supply chain of F-gases.
Assessments include evaluations of EU compliance with HFC phase-down targets and broader environmental regulations.
The report confirms the ongoing use of the EEA’s Business Data Repository (BDR) for company submissions, with technical support provided by the European Topic Centre on Climate Change Mitigation (ETC CM).
The publication underscores the European Commission’s commitment to rigorous monitoring and evaluation of F-gases to mitigate climate impact. The report’s authors, Sylvie Ludig, Wolfram Jörß, and Victoria Liste from Öko-Institut, alongside EEA project manager Peder Gabrielsen, emphasize the importance of data-driven strategies for climate policy implementation.
