Stage III of the Brazilian HCFCs Elimination Program (PBH) was approved on during the 94th Meeting of the Executive Committee of the Multilateral Fund for the Implementation of the Montreal Protocol – FML, which took place in Montreal, Canada. This is the last stage of the PBH and has resources of around $36.5 million to support the country in achieving the goal of 100% elimination of HCFC consumption by 2030.
In addition to the effective contribution to protecting the ozone layer, with the implementation of Stage III, Brazil will avoid the emission of more than 19.5 million tons of CO2 equivalent into the atmosphere, bringing beneficial effects to the global climate regime.
The strategy for Stage III of the PBH focuses on activities to conserve the quantity of HCFC-22 existing in the country, whether regenerating, recycling or preventing leakage, in order to maintain stock and avoid early replacement by refrigerant fluids with high potential for global warming (GWP). Additionally, with the aim of promoting the safe and efficient use of alternative refrigerant fluids that do not destroy the ozone layer, with low GWP and that provide greater energy efficiency, projects will be implemented aimed at training different levels of professionals working in the refrigeration sector. services, as well as provision of technical assistance for the execution of demonstration projects with the potential to be reproduced in the sectors covered, avoiding transitional conversions.
The approved activities complement each other and will be carried out in line and close collaboration between the coordinating entity, the Ministry of Environment and Climate Change (MMA), and the three implementing agencies, United Nations Development Program (UNDP), implementing agency leader, United Nations Industrial Development Organization (UNIDO) and German Cooperation for Sustainable Development through Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH.
The Montreal Protocol is one of the most successful environmental treaties in the world, responsible for reducing the consumption of Substances that Deplete the Ozone Layer (ODS). Brazil has a successful record in fulfilling the commitments assumed under the Montreal Protocol and, with the approval of Stage III of the PBH, the country will continue to contribute to the protection of the ozone layer for years to come.
