ASEAN workshop in the Philippines advances regional energy planning

SEforALL, in collaboration with the ASEAN Centre for Energy (ACE) and with support from the ASEAN-UK Green Transition Fund, convened 37 experts from Cambodia, Indonesia, Lao PDR, Malaysia, Myanmar, the Philippines, Thailand and Timor-Leste in the Philippines from 10 to 12 February 2026 for the 2nd ASEAN Energy Transition and Investment Planning Workshop. Representatives from five partner agencies also took part. The meeting supported work on the ASEAN Energy Transition and Investment Roadmap (ETIR), which is intended to align regional modelling with national energy plans and ASEAN’s 2050 carbon neutrality ambitions.

A central focus of the workshop was country consultation. Over three days, delegates reviewed national data inputs, policy frameworks and modelling assumptions, allowing member states to clarify data, identify inconsistencies and check that projected transition pathways reflect domestic plans. According to the organisers, this process was designed to strengthen transparency, trust and shared ownership of the roadmap.

Participants also reviewed the initial ETIR findings together with the underlying input data, including assumptions, scenario design and data sources. The workshop said this validation process improved the technical robustness and credibility of the modelled transition pathways by grounding them in regional realities and national contexts.

A second outcome was capacity building for government representatives using the SEforALL Energy Systems Model (SEM) and the ASEAN ETIR methodology. The workshop said this helped participants better interpret scenario results and use evidence-based analysis in policy decisions, while also improving regional consistency, data comparability and understanding of sectoral transition dynamics ahead of the roadmap’s planned finalisation in 2026.

“Regional collaboration strengthens energy security and helps countries address common challenges such as renewable integration, transmission expansion, and market readiness,” said Ronalene C. Sianen, Science Research Specialist at the Electric Power Industry Management Bureau in the Philippines. According to the source, the progress made during the Philippines meeting provides a stronger foundation for coordinated regional action as the ASEAN ETIR moves toward finalisation.
