Türkiye’s Directorate of Climate Change, part of the Ministry of Environment, Urbanisation and Climate Change, launched the country’s first National Cooling Action Plan (NCAP) on July 23, 2026, establishing a national roadmap for the cooling sector covering energy efficiency, sustainability and climate resilience.
The plan was developed over three years under the Directorate of Climate Change with support from the Cool Up programme. Public institutions, industry, financial institutions, academia and international partners took part in the process. Mehrali Ecer, Deputy Director of the Directorate of Climate Change, presented the plan at the launch event alongside national and international partners.
The NCAP treats cooling as infrastructure that extends beyond refrigeration and air conditioning equipment. It addresses the role of cooling in protecting public health during heatwaves, maintaining food and medicine supply chains, improving energy efficiency, reducing peak load on electricity grids and supporting economic competitiveness. The document also identifies capacity building, skills development and market transformation as areas for action within the Turkish cooling sector.
The launch opens the implementation phase. Delivery will depend on coordinated action, investment and continued cooperation between public and private sector stakeholders, with the plan serving as a framework for cross-sector knowledge transfer.
