EU Mid-Term Review Expands Cohesion Funding for HVAC Energy Efficiency and Sustainable Cooling

The European Parliament has adopted its first-reading position on the 2025 mid-term review of EU Cohesion Policy regulations, introducing new priorities with direct implications for the refrigeration and HVAC sectors.

The revised framework for the European Regional Development Fund (ERDF), Cohesion Fund (CF), and Just Transition Fund (JTF) expands support for:

  • Energy transition: funding for interconnectors, smart grids, storage, clean industrial processes, and charging infrastructure. Energy-intensive industries, including HVAC and refrigeration, are eligible for support in decarbonisation and circular economy projects.
  • Housing renovation: investments in affordable, sustainable, and energy-efficient housing, aligned with the New European Bauhaus. This will increase demand for advanced HVAC and refrigeration solutions that deliver higher efficiency and lower emissions.
  • Water security: projects for reuse, wastewater treatment, drought resilience, and desalination. These measures create opportunities for cooling technologies linked to water management and climate adaptation.

The package also extends deadlines for programme expenditure to 2030, increases co-financing rates, and provides exceptional pre-financing for reprogrammed priorities.

With climate policy and security reshaping EU cohesion spending, companies in the refrigeration and HVAC industry can expect new financing pathways for clean technology deployment, industrial decarbonisation, and energy-efficient building upgrades.
