HARDI reviews 2025 state-level HVACR policy activity

Heating, Air-conditioning & Refrigeration Distributors International (HARDI) tracked 902 legislative and regulatory issues in the first half of 2025, flagging 66 as high priority. The association’s State Affairs team focused on PFAS regulations, electrification mandates, emissions policy, HFC phasedowns, and ultra-low GWP requirements.

Maine finalized PFAS-related regulations that will impact HVACR equipment by 2040. In California, SB682 is expected to be amended to remove HVACR equipment restrictions following grassroots advocacy by HARDI members. The South Coast AQMD’s zero-emissions rule for furnaces and water heaters was paused after opposition from over 125 HARDI members.

Washington’s HB1462 evolved into a task force study through industry collaboration. In New York, Part 494 was adopted, prompting HARDI and AHRI to jointly file a lawsuit.

HARDI also hosted its first State Advocacy Day in Sacramento, enabling members to meet directly with legislators. The organization plans to expand such events to additional states in 2026 and increase grassroots engagement tools.

Regulatory efforts are ongoing, with several states still in session. HARDI continues to monitor developments and encourages members to follow updates via its State Issues page.
